Former Everett IT director used more than $98K for personal purchases, Middlesex DA says

A former IT director for the city of Everett used more than $98,000 in taxpayer dollars to illegally purchase various electronics and other items over a six-year span, according to prosecutors. 

Kevin Dorgan, 58, was arrested recently at his home in Everett and charged with one count of larceny over $1,200, Middlesex District Attorney Marian Ryan announced. He was arraigned last Friday in Malden District Court and pleaded not guilty. 

Dorgan was released on personal recognizance. He was ordered to stay away from Everett City Hall and to not have any contact with any current or former city employees. He is scheduled to return to court on Oct. 22. 

Dorgan was fired in March. After his termination, city officials conducted an inventory of his office and other spaces he used. They found the areas to be filled with packages. Several items were stacked in each office, prosecutors said, and many of them were unopened. 

A preliminary review of Dorgan’s use of the city’s Amazon business account during his time as IT director revealed a number of apparently fraudulent purchases. This included clothing, bedding, electric razors, and other personal items, according to Ryan’s office. 

Everett officials then conducted a full review of Dorgan’s online shopping activity between 2020 and 2026. Thousands of items were purchased using the city’s Amazon business account, about 700 of which were valued at more than $98,000 in total and were shipped to Dorgan’s home, prosecutors said. 

There were more than 400 items that had no link to his employment. They were sent to his home and his office in Everett City Hall. These purchases included Apple AirPods, video games, and a Blu-ray player, according to Ryan’s office. 

Dorgan made an annual salary of $114,751, according to the city’s budget for the fiscal year that began in July. 

An investigation is ongoing.
