Flying Training Organisations operating from Uttar Pradesh and six other states will not be allowed to carry out flying activities for three days during the BRICS Summit in Delhi, under enhanced security measures ordered by the Directorate General of Civil Aviation.
In a communication sent to all FTOs, the DGCA said the restrictions will remain in force from 7 am on September 11 to 11 pm on September 13 for the BRICS Summit in the national capital.
The 18th BRICS Summit is scheduled to be held at Bharat Mandapam in New Delhi from September 11 to 13.
The order says that “no aircraft including light/micro-light aircraft, hang gliders, helicopters etc. is permitted to fly even to start from any FTO” located in Uttar Pradesh during the specified period.
The restriction will also apply to FTOs in Punjab, Haryana, Madhya Pradesh, Uttarakhand, Rajasthan and Himachal Pradesh, according to the communication dated September 7.
Separately, operations of light and microlight aircraft, unmanned aerial vehicles and similar long-range aerial vehicles have been banned within a 300-km radius of Delhi during the same period.
The DGCA order also bars “operations of hang-gliders, para gliders, para-motors, aero-models, all types of drones and similar short-range aerial vehicles” within 100 km of Delhi.
The DGCA said the restrictions were being imposed “in view of the BRICS Summit-2026” and had been approved by the competent authority.
In an accompanying email, the Directorate of Flying Training said the steps were being taken “as a precautionary security arrangement” to ensure the “safe and smooth conduct” of the BRICS Summit-2026, and asked all concerned to extend full cooperation and strictly follow the instructions.
The measures will apply from the morning of September 11 to the night of September 13, covering FTO operations in seven states and restricting various aircraft and aerial vehicles around Delhi during the summit period.
