The Central Bureau of Investigation (CBI) has arrested a private individual for allegedly impersonating an official of the Department of Animal Husbandry and Dairying at Krishi Bhawan in New Delhi and demanding bribes from applicants seeking loans under the Animal Husbandry Infrastructure Development Fund (AHIDF).
According to the agency, the accused, identified as Prabhu Dayal, posed as “Rishi Gupta”, claiming to be an official of the department, and allegedly extorted money from loan applicants by promising loan approvals or threatening rejection of their applications.
The case was registered by the CBI’s Anti-Corruption Branch in Dehradun on June 29, 2026, following a complaint from a poultry farmer in Lalpur village of Uttarakhand’s Udham Singh Nagar district. The complainant had applied for an AHIDF loan of Rs 22.5 lakh through the Udyami Mitra (SIDBI) portal. The accused allegedly demanded a bribe of Rs 45,000, equivalent to 2 per cent of the loan amount, for processing the application.
HOW CBI LAID A TRAP?
The CBI laid a trap on the same day, during which the accused allegedly accepted the first instalment of Rs 5,000 through a QR code sent to the complainant’s mobile phone. Acting on the QR code and linked bank account details, investigators arrested another individual on June 30. However, questioning revealed that he was not the main accused, who had gone into hiding.
During the investigation, the CBI found that Prabhu Dayal allegedly had access to details of AHIDF loan applicants and routinely contacted multiple applicants, demanding money to prevent rejection of applications or facilitate loan approvals. Investigators alleged that he collected payments through UPI-linked QR codes into different bank accounts before transferring the funds to other accounts to conceal the money trail.
TECHNICAL ANALYSIS HELPS TRACKING
The agency said it tracked the accused through technical surveillance, including analysis of call detail records, bank transactions, IP addresses linked to loan applications, and examination of officials associated with SIDBI and AHIDF, as well as loan applicants. The accused was also found to be frequently changing locations across Agra, Jaipur and Delhi while using multiple mobile numbers.
Based on digital surveillance and source inputs, the CBI located Prabhu Dayal at his residence in Agra district of Uttar Pradesh and arrested him on July 19, 2026. The investigation in the case is continuing.
