Sindhudurg Became India’s First AI-Powered District

Have you ever imagined an entire district powered by artificial intelligence?

For most people, AI is associated with big cities, technology companies and futuristic innovations. But India’s first AI-powered district emerged not from a metropolitan hub, but from the coastal district of Sindhudurg in Maharashtra. 

On 1 May, 2025, Sindhudurg became the country’s first AI-enabled district, marking a major step in technology-driven governance. At the heart of this transformation was IPS officer Krushikesh Rawale, who played a key role in implementing the AI District initiative and integrating AI into everyday governance.

A vision beyond digital governance

The idea behind the AI Sindhudurg model was simple: use technology not just to respond to problems, but to predict, monitor and prevent them. Developed in partnership with technology company MARVEL, the initiative brought artificial intelligence into multiple government departments instead of limiting it to a single use case. The aim was to make governance faster, smarter and more responsive to citizens’ needs.

What made the project stand out was its scale. AI was introduced across several sectors, creating an ecosystem where different departments could use data and technology to improve decision-making and service delivery. The model attracted national attention, with NITI Aayog studying its potential for wider adoption.

Making policing smarter

One of the most significant applications of AI was in policing. Rawale, who comes from an engineering background, believed that technology could help law enforcement move beyond reactive policing. Instead of only investigating crimes after they occur, AI tools can help identify patterns, analyse behaviour and support preventive action.

The focus was not on replacing officers but on equipping them with better information. By analysing large volumes of data, AI can help authorities identify risks, deploy resources more effectively and make quicker decisions. In an age where cybercrime, digital fraud and online investigations are becoming increasingly common, technology has become an essential part of modern policing.

Strengthening healthcare services

Healthcare was another area where AI made a meaningful impact. The district used AI systems to monitor health indicators and identify cases that required early intervention. One of the important applications involved tracking malnutrition and helping authorities respond more efficiently.

Rather than relying solely on manual reviews, officials could use technology to process information faster and identify vulnerable communities. This allowed healthcare teams to focus their efforts where they were needed the most, improving the overall effectiveness of public health initiatives.

Managing crowds through real-time intelligence

AI also found a place in crowd management. Large public gatherings often present challenges for authorities, especially when it comes to ensuring safety and smooth movement. AI-powered systems can analyse crowd density in real time and provide valuable insights that help officials respond proactively.

The same technology-driven approach has been used in managing major events, where surveillance systems and intelligent monitoring tools help authorities make faster and more informed decisions. The result is better preparedness and a safer environment for citizens.

Protecting people and wildlife

One of the most unique uses of AI in Sindhudurg was in wildlife management. Human-animal conflict remains a challenge in many regions, and Sindhudurg explored technology-led solutions to address it. AI-supported monitoring systems and bioacoustic technology helped track elephant movement and provide alerts to nearby communities.

This not only improved public safety but also supported conservation efforts. It showed how AI can be applied to challenges that extend far beyond administration and law enforcement.

A blueprint for future districts

Sindhudurg’s achievement is important because it challenges the idea that advanced technology can only succeed in major cities. Under the AI District initiative, artificial intelligence became a practical tool for governance, helping departments work more efficiently and serve citizens better.
