A consultative session was held to discuss the establishment of a real estate regulatory framework and proposed reforms under the RERA Act in Punjab.
The session was jointly organized by the Punjab Real Estate Regulatory Authority and Lahore Development Authority, with participation from public and private sector stakeholders, including academia, town planners, developers, and real estate representatives.
Senior Member Board of Revenue Nabeel Javed, DG PELRA Captain (R) Ikram-ul-Haq, and DG LDA Taher Farooq attended the session along with officials from relevant departments.
Addressing the participants, Nabeel Javed said the chief minister had tasked authorities with introducing reforms in the housing and real estate sector.
He added that after months of consultations with the private sector, a uniform regulatory system is being developed for implementation across the province.
Under the proposed framework, all property transactions will be conducted through PELRA software and verified via a “green certificate” system.
Developers will be required to transition to the new digital system within one month, while a facilitation cell will be established to assist housing schemes and developers.
Officials also briefed participants on amendments to housing scheme rules, including plans to make the approval process fully paperless and digital.
The new system will enable monitoring of land availability, scheme plans, and on-ground development activities.
The framework aims to ensure transparency, streamline approvals, and introduce effective monitoring across all districts.
Authorities stated that a Housing Scheme Management System has already been developed to support the transition to a paperless regime.
The session concluded with a Q&A, where officials addressed concerns raised by stakeholders. The meeting was held at the LDA Sports Complex in Gulberg.
