Inside Panna Tiger Reserve’s Recovery and the Ken-Betwa River Link Debate

Recent headlines have brought Panna Tiger Reserve back into the spotlight.

The reason is the Ken-Betwa River Link Project, whose proposed Daudhan Dam is expected to submerge thousands of hectares of forest within one of India’s best-known tiger landscapes.

The discussion goes beyond the fate of a single reserve. It raises questions about the future of one of India’s greatest wildlife recovery stories.

Just over 15 years ago, Panna had lost all its tigers. Through one of the country’s most ambitious conservation efforts, the reserve rebuilt its population from scratch. Today, it is home to around 80 tigers.

Now, conservationists are asking a new question: what happens when a landscape painstakingly restored over decades begins to change?

Because bringing back tigers was only one part of Panna’s recovery. Healthy forests, abundant prey, connected habitats and reliable water sources all played an equally important role.

Scientists say that when any of these ecological building blocks are altered, the effects can ripple across the entire ecosystem.

When Panna lost its Tigers

For decades, Panna was considered ideal tiger country.

The reserve, spread across the forests of Madhya Pradesh, was once the hunting ground of the princely states of Panna, Chhatarpur and Bijawar. It became a national park in 1981 and was later declared a tiger reserve in 1994. Over the years, adjoining forests and buffer areas expanded the protected landscape to nearly 1,600 sq km.

On paper, everything seemed in place.

Yet poaching quietly undid years of conservation.

During the early 2000s, Panna supported an estimated 24 to 40 tigers. But by 2009, only one lone male tiger remained.

The reserve had lost the very species it was created to protect.

For conservationists, it was more than the disappearance of a predator. It marked the collapse of an entire ecological process.

What followed became one of India’s most closely watched wildlife recovery programmes.

The comeback that few thought was possible

In June 2009, the Madhya Pradesh Forest Department, with support from WWF and the Panna Tiger Reserve management, began an ambitious tiger reintroduction programme.

The first arrivals were two tigresses — T1 from Bandhavgarh and T2 from Kanha. They were soon joined by a male tiger, T3, from Pench.

Soon after his release, T3 began walking back towards Pench, travelling through villages and other human-dominated landscapes without triggering conflict.

Forest officials tracked him continuously for more than a month before bringing him back to Panna in December 2009.

This time, he stayed.

He established a territory, found mates and became one of the founders of Panna’s recovering population.

In April 2010, T1 gave birth to four cubs. A few months later, T2 also produced four cubs.

Two more tigresses, T4 and T5, were introduced in 2011. Although T4 later died from an infection caused by her radio collar, the programme had already gained momentum.

Over the years, seven translocated tigers — five females and two males — produced more than 80 cubs.

What had once seemed impossible became one of India’s biggest conservation successes.

From having no breeding population in 2009, Panna’s tiger numbers rose to 54 by 2019.

In 2020, UNESCO recognised the reserve by including it in the World Network of Biosphere Reserves.

Today, Panna is estimated to support around 80 tigers.

It was never just about moving Tigers

The remarkable recovery is documented in Return of the King: How Panna National Park Got Its Tigers Back, directed by Mandakini Malla and produced by Roundglass Sustain.

The documentary shows that relocating tigers was only the beginning.

Every breeding tiger was fitted with a radio collar, allowing forest teams to monitor their movements around the clock. Rangers tracked dispersal, breeding and territorial behaviour, helping ensure the animals adapted safely to their new home.

But the film also highlights a larger lesson.

Conservation biologist Dr Raghu Chundawat, who has studied tigers in Panna for decades, says the reserve reflects the challenges facing India’s dry forests.

These landscapes make up nearly half of the country’s tiger habitat but are among those where tiger populations have declined the fastest.

The reason, he explains, is what he calls a “scale mismatch”.

Unlike tigers living in denser forests, those in dry forests need territories three to four times larger because prey is spread out over wider areas.

As roads, settlements and infrastructure fragment these forests, sustaining healthy tiger populations becomes increasingly difficult.

For Chundawat, Panna and Sariska serve as important reminders that protecting habitat is just as critical as protecting the animals themselves.

The documentary also features wildlife filmmaker Joanna Van Gruisen, who says lasting conservation depends on local communities.

Families living around Panna rely on farming and forest resources for their livelihoods. When conservation also supports their well-being, protecting wildlife becomes a shared goal rather than a competing interest.

Why the Ken River matters

Panna’s recovery was never only about bringing back tigers.

It was about restoring an entire ecosystem.

Researchers from the Wildlife Institute of India (WII) and the Zoological Survey of India (ZSI), in their study Interspecific Interaction among Mammals in Panna Tiger Reserve, Central India: Prey-Predator Dynamics, found that water plays a central role in shaping the reserve’s wildlife.

Their research showed that the likelihood of detecting mammals declined as the distance from water increased.

As WII researcher Supratim Dutta told Mongabay, “The Ken River functions as the ecological backbone of the entire mammalian community.”

The study suggests that Panna’s recovery succeeded because several ecological pieces came together: healthy prey populations, connected forests, careful management and dependable water sources.

In other words, restoring predators alone is not enough. The landscape that sustains them must also remain healthy.

Even before the current debate, scientists had examined how future development could affect the reserve.

A 2021 paper published in Current Science, titled The Inter-linking of Rivers and Biodiversity Conservation: A Study of Panna Tiger Reserve, estimated that the Ken-Betwa project could directly submerge about 58.03 sq km, roughly 10% of the reserve’s critical tiger habitat.

The study also projected an indirect loss of more than 105 sq km because of habitat fragmentation and reduced connectivity.

These studies underline an important lesson from Panna’s remarkable comeback.

The reserve’s revival did not happen simply because a few tigers were relocated.

It happened because forests remained connected, prey populations recovered, water continued to sustain the landscape through harsh summers, and tigers had enough space to establish territories and raise cubs.

In Panna, the future of the tiger has always been closely tied to the future of the landscape it calls home.
