South Australia has recorded its biggest year of home building on record, with 13,514 homes completed across the state in 2025.

The new figures, drawn from ABS Building Activity Data, mark a major jump from the year before, with 1,600 more homes completed than in 2024. Construction activity also accelerated, with 14,700 homes commencing in 2025, up by 2,700 year on year.

From greenfield developments to apartments and affordable housing, the pressure to build more homes has become one of the biggest issues facing the state as Adelaide grows and affordability remains under strain.

Premier Peter Malinauskas said the result showed the state had reached the benchmark it had set for itself.

“More homes were built in South Australia last year than ever before,” he said.

“That’s 13,514 South Australian families achieving the dream of home ownership.

“We set a target of 13,500 homes a year because that’s what our growing state needs.”

The 13,500-home target has become a centrepiece of the Government’s housing pitch, with ministers repeatedly arguing that South Australia needs to sustain that pace year after year to keep up with population growth and support future economic expansion.

Housing and Urban Development Minister Nick Champion said the numbers reflected both demand and policy direction, with planning reforms and land supply measures beginning to have an effect.

“Every one of these 13,514 completions represents a real home – whether it’s a young couple’s first house, a family upgrading or a key worker finally finding a place close to their job.”

“We’ve got a plan to do even more, by investing in more land releases, more public housing and more tradies to keep building.”

South Australia’s rise was particularly notable against the national picture. The state posted a 22 per cent rise in commencements and a 14 per cent increase in completions between 2024 and 2025, outperforming national growth rates of 16 per cent for commencements, while completions nationally fell by three per cent.

The government’s broader housing package includes a $1 billion commitment to fast-track strategic land and apartment development, $140 million to renovate vacant public housing, $29 million to train 1,000 new tradies, and a major expansion of its Rent To Own scheme to deliver 2,000 more homes.
