Premier League make major VAR change as referees’ private verdicts to be revealed

The Premier League is introducing a major transparency drive that will see previously private verdicts on controversial refereeing and VAR decisions released to supporters for the first time.

From this season, fans will be able to see the full findings of the Key Match Incidents Panel as part of sweeping changes aimed at providing greater insight into how major decisions are made and subsequently assessed.


The independent five-person panel has reviewed significant incidents from Premier League matches since the 2022-23 campaign.

Members vote on whether the original decision made by the referee was correct and whether VAR was right to intervene, or stay out of the incident.

Their conclusions have previously been distributed privately to clubs and match officials, although details of individual verdicts have regularly emerged through leaks.

That system is now changing.

The Premier League intends to publish the panel’s full judgements, giving supporters direct access to assessments that were previously kept behind closed doors.

It forms part of three measures being introduced in an attempt to improve communication around officiating.

Another significant change will involve publishing selected comments made by referees and video assistant referees while incidents are actually being assessed.

Until now, the Premier League’s Match Centre account on X has generally provided supporters with an explanation summarising why a particular call was made.

The new approach will go further by sharing selected direct quotes from the officials involved.

That could include a referee explaining what they have seen when making an on-field decision or the VAR outlining why the threshold for intervention has not been reached.

Those explanations will be made available through Match Centre, as well as the Premier League’s official website and app.

Supporters will also be given unprecedented access to interactions between referees and players through an expansion of RefCam.

Audio captured from the official’s perspective will be made available for broadcast, allowing viewers to hear conversations taking place with players during matches.

The footage will not be shown live and discussions between the referee and VAR will remain private.

Instead, the Premier League plans for RefCam footage and audio to be used once or twice across each round of fixtures.

The changes represent the latest attempt by the league and refereeing officials to address longstanding demands for greater openness surrounding contentious decisions.

However, there remain restrictions on just how far they can go.

The International Football Association Board currently does not permit conversations between VAR officials and referees to be broadcast live, preventing the Premier League from adopting the level of access seen in some other sports.

That means supporters will still not be able to listen in as officials debate a possible penalty, red card or other major incident during a match.

The Premier League nevertheless intends to continue lobbying Ifab over the regulations and will hold further discussions about whether additional VAR communication can eventually be made public.

For now, supporters will receive considerably more information than they have in previous seasons.

The publication of KMI Panel findings, direct explanations from officials and greater use of RefCam will offer fans a new window into decisions that can determine the outcome of Premier League matches.
