Serge Gabriel Colin Named New Minister of Economy and Finance – L’union Suite

First appointments signal broader government readjustment as Haiti navigates post-TPC transition

Port-au-Prince, Haiti – February 24, 2026 Haitian Prime Minister Alix Didier Fils-Aimé has initiated a cabinet reshuffle by appointing Serge Gabriel Colin, former Director General of the Economic and Social Assistance Fund (FAES), as the new Minister of Economy and Finance.

The decision was made during a Council of Ministers meeting on Monday, February 23. In the same round of appointments:

  • Kesner Romilus was named the new Director General of FAES, succeeding Colin.
  • Chesner François was designated Director General of the General Directorate of Taxes (DGI).

These changes represent the first concrete steps in a wider government readjustment under Prime Minister Fils-Aimé, who has held sole executive authority since the Transitional Presidential Council’s (TPC) mandate expired on February 7.

No detailed official communiqué has been released yet regarding the status of other ministerial portfolios or additional changes. Sources close to the government indicate that some incumbent ministers are likely to retain their positions, with further announcements expected in the coming days following the Prime Minister’s return from Saint Kitts and Nevis.

Fils-Aimé is currently attending the 50th Regular Meeting of the Conference of Heads of Government of the Caribbean Community (CARICOM), where regional leaders are discussing security cooperation, economic integration, and support for Haiti amid its ongoing political and humanitarian crisis.

The reshuffle comes at a critical moment for Haiti, with the country still facing severe gang violence, economic strain, and the absence of elected institutions since 2016. The new appointments in key economic and fiscal roles are seen as an attempt to stabilize governance and prepare for eventual elections tentatively targeted for 2026.

L’Union Suite will continue to follow the reshuffle as more details emerge, including any official communiqués from the Prime Minister’s office and potential impacts on Haiti’s economic recovery efforts.

Haiti moves forward — one step at a time.
