The Pakistan Telecommunication Authority (PTA) has moved forward with plans to procure a unified cross-platform mobile application alongside a comprehensive revamp of its existing web applications.
The key development is the launch of a competitive tender process under the Single Stage Two Envelope procedure, under which eligible bidders have been invited to submit both technical and financial proposals through the e-PADS system by the prescribed deadline.
According to the tender document, the scope of work includes the design, development, and deployment of a unified mobile application that will function seamlessly across multiple operating systems and devices. Alongside this, PTA’s existing web applications will undergo a major overhaul aimed at improving performance, user experience, and system functionality.
A significant component of the project is post-deployment support, with the selected bidder required to provide ongoing maintenance, updates, and technical support to ensure long-term operational reliability and system efficiency.
The regulator has placed strong emphasis on security, integration capability, and user accessibility in the technical requirements. The bid evaluation framework also gives weight to the vendor’s prior experience in developing large-scale mobile and web solutions, as well as its ability to meet PTA’s technical and operational standards.
Bidders will be required to submit detailed documentation demonstrating technical qualifications, relevant project experience, and the infrastructure needed to execute a project of this scale. Financial proposals will be reviewed alongside technical submissions to ensure the final selection reflects both cost effectiveness and technical strength.
The project timeline includes provisional acceptance testing soon after the award of the contract, after which the successful bidder will be expected to furnish a performance guarantee and ensure compliance with all specified functional benchmarks.
