Prime Minister Fils-Aimé Holds High-Level Talks with U.S. Secretary Rubio on Sidelines of CARICOM Summit – L’union Suite

Security, institutions, and credible elections top agenda as Haiti navigates fragile transition

Basseterre, Saint Kitts and Nevis / Port-au-Prince, Haiti – February 27, 2026 Haitian Prime Minister Alix Didier Fils-Aimé held bilateral talks with U.S. Secretary of State Marco Rubio on the sidelines of the 50th Regular Meeting of the Conference of Heads of Government of the Caribbean Community (CARICOM), held February 24–27 in Saint Kitts and Nevis.

The discussions focused on strengthening strategic ties between Port-au-Prince and Washington, with three core priorities at the center: combating armed gangs and terrorist groups, reinforcing state institutions, and laying the groundwork for credible and timely elections.

According to the Prime Minister’s office and supporting reports, Fils-Aimé presented the Pact for National Stability (also referred to as the Pact to Rebuild National Stability and Guarantee Credible Elections) as the central framework guiding Haiti’s interim period. The Pact aims to ensure state continuity, restore institutional authority, and return the country to constitutional order.

Security dominated the agenda. The Prime Minister outlined steps to strengthen the Haitian National Police (PNH), intensify operations against criminal networks, and advance international cooperation — particularly through the UN-backed Gang Suppression Force (GSF). He emphasized the urgent need for sustained support to reclaim territory from gangs and protect civilians.

Secretary Rubio reaffirmed the United States’ commitment to Haiti’s stability and security, stressing the importance of countering gangs and holding accountable those — including corrupt political figures — who enable violence. Both sides expressed dedication to ongoing dialogue on security cooperation, institutional reforms, and the path toward elections.

While the U.S. State Department released a general readout covering Secretary Rubio’s engagements with CARICOM heads of government (including the Haitian leader), no separate detailed bilateral statement was issued at the time of publication.

The meeting occurs during a critical phase for Haiti. The Transitional Presidential Council’s mandate expired on February 7, leaving Prime Minister Fils-Aimé as the sole executive authority. Gang violence continues to control large parts of Port-au-Prince and other areas, displacing over 1.4 million people and obstructing humanitarian access. No nationwide elections have occurred in nearly a decade, with tentative plans now targeted for 2026.

L’Union Suite will continue tracking outcomes from the CARICOM summit, follow-up U.S.-Haiti cooperation, and progress on security and electoral preparations.
