Central University dismisses roster violation charge, says recruitment is as per norms

The Central University of Karnataka has dismissed allegations, levelled by the Ambedkar Students Association, of reservation roster manipulation in faculty and staff recruitment stating that all appointments have been carried out strictly in accordance with Union government norms and statutory procedures.

In a detailed clarification issued here on Tuesday, Registrar R.R. Biradar termed the allegations as factually incorrect and misleading and said that they presented a distorted picture of the university’s recruitment process.

The media note stated that the university followed the 200-point post-based reservation roster mandated by the Union government and that the roster was prepared and verified by duly appointed liaison officers for SCs, STs, OBCs and EWS groups with the assistance of external reservation experts.

The roster was also verified by the Ministry of Education, it added.

The statement said that a correction of the reservation roster was undertaken in January 2022 following directions issued by a UGC-constituted expert committee in 2020 which examined reservation implementation in four Central Universities, including the one in Kalaburagi. The exercise was also linked to issues raised in Parliament regarding shortfall in reservation in certain cadres.

The university clarified that Vice-Chancellor Battu Satyanarayana assumed charge only in July 2021 and that the roster correction carried out thereafter was in furtherance of statutory compliance and social justice and not for any extraneous reasons. It added that the correction was done through a roster rectification committee comprising external experts and liaison officers, strictly in line with the Central Educational Institutions (Reservation in Teachers Cadre) Ordinance 2019.

Providing cadre-wise details, the university said that out of 27 sanctioned posts of professors, four were earmarked for Scheduled Castes, two for Scheduled Tribes and seven for Other Backward Classes.

In the associate professor cadre of 61 posts, nine were reserved for SCs, four for STs and 16 for OBCs. Of the 147 assistant professor posts, 22 were earmarked for SCs, 11 for STs and 39 for OBCs.

The university said that around 80 teaching faculty appointments were made through duly constituted selection committees under the Central Universities Act 2009 with the participation of nominees from the University Grants Commission, the Visitor and the Ministry of Education and with the final approval of the Executive Council.

It also noted that 56 teaching posts were notified in October 2025 strictly on the basis of the corrected and approved roster.

The university said that neither the UGC nor the Ministry of Education have stayed or objected to any of its recruitment process and that the procedures have, in fact, been examined and appreciated by statutory bodies.

It also pointed out that an interim judicial stay in one instance was vacated after factual and statutory details were submitted.

It further denied having received any representation from the Ambedkar Students Association stating that claims to the contrary were incorrect.

Reaffirming its commitment to Constitutional values, social justice and transparency, the university said that allegations of deliberate roster manipulation or partisan administrative decisions are baseless and unsupported by records.
