Delhi Police have arrested a 50-year-old man who had allegedly been absconding for nearly nine years in connection with a double murder case registered in Rajasthan, an official said on Tuesday. The accused, Chumma alias Naval Kishore, was wanted in an FIR registered at Uchhain police station in Bharatpur district in 2017, and a court had issued permanent non-bailable warrants against him after he repeatedly evaded arrest.
The police said he was arrested after specific information was received on August 24 about his movement and whereabouts. Chumma, a resident of Sai Enclave in Delhi’s Mohan Garden area, is also listed as a bad character of Mohan Garden police station and has earlier been involved in 12 criminal cases, the officer said.
According to the police, the case relates to an incident on July 14, 2017, when around 30-40 armed people allegedly entered a disputed agricultural field in Bharatpur and began ploughing the jowar crop with tractors.
The officer said, “The land had been purchased by the complainant’s father, Ramratan, and a dispute over its possession was already pending between the parties, with the accused side bound by a court stay order.”
When the complainant and his family members reached the field, the accused allegedly opened indiscriminate fire and attacked members of the complainant’s side with firearms and other weapons, including axes, iron rods and lathis.
The officer added, “Two people were killed in the incident while several others suffered grievous firearm and other injuries, following which police and ambulances reached the spot and shifted the injured to hospital.” An FIR was registered at Uchhain police station, and after investigation, charge sheets and supplementary charge sheets have so far been filed against around 35 accused people. As Chumma could not be arrested earlier, a supplementary charge sheet was filed against him and permanent warrants were issued, police said.
Police said the crime branch had been carrying out technical analysis, field verification and manual surveillance to trace him. Acting on the information received on August 24, the team kept watch at the suspected location and intercepted him after tracing his movements, the officer said. The police said Chumma is originally from the Uchhain area of Bharatpur and later moved to Delhi with his brother. During his time in Delhi, he allegedly came into contact with criminal elements and got involved in unlawful activities, including the illegal sale of liquor.
The police said he had earlier been involved in 12 cases registered in Delhi, including under the Excise Act, Gambling Act and Arms Act. His earlier cases include an FIR registered at Ranhola police station in 2021 for allegedly attacking excise officials during a raid at his godown and obstructing them from carrying out their duties. Police said he had remained in judicial custody earlier and was released from jail on March 5, 2021, after which he allegedly continued to stay in touch with criminal associates and remained involved in unlawful activities. Further investigation and interrogation are under way.
The arrest brings Delhi Police closer to closing the trail of a man wanted in the 2017 Bharatpur double murder case, in which two people were killed and several others were injured, while the investigation into his role and related activities continues.
