Kraze Baryé boss delisted after nearly 20 months; investigation continues despite no capture
Washington, D.C. – February 20, 2026 The Federal Bureau of Investigation (FBI) has removed Haitian gang leader Vitel’Homme Innocent from its Ten Most Wanted Fugitives list, according to official statements and media reports.
Innocent was taken off the list on July 1, 2025, after the agency determined he no longer met the established criteria for inclusion, even though he remains at large and under active investigation.
The Haitian national and leader of the Kraze Baryé gang was added to the list on November 15, 2023, as fugitive number 532. He was wanted for his alleged role in the October 2021 kidnapping of 17 U.S. missionaries in Haiti and the October 2022 abduction and killing of a U.S. citizen, along with charges including conspiracy to commit hostage taking resulting in death.
The U.S. Department of State had offered a reward of up to $2 million for information leading to his arrest or conviction.
The FBI cited Innocent’s believed location in Haiti as a key factor in the decision, stating that further publicity through the Top Ten list was unlikely to generate new leads or aid in his capture. One criterion for inclusion is that the publicity must demonstrably help apprehend the fugitive; in this case, the agency concluded it no longer applied.
Despite the removal, the FBI emphasized that the investigation remains active. Innocent continues to face U.S. federal charges related to hostage taking and other violent offenses, with efforts to locate and apprehend him ongoing.
Innocent was replaced on the list by Cindy Rodriguez Singh. As of February 2026, he is not on the current Ten Most Wanted Fugitives list. This removal marks one of only 15 instances in the list’s 75-year history where a fugitive was taken off without capture due to not fitting the criteria.
