ISLAMABAD: Like several other stalled projects, both housing schemes of the Federal Government Employees Housing Authority (FGEHA), including Green Enclave and Sky Gardens, in Bhara Kahu have been facing inordinate delays.
Both projects have missed their respective deadlines, causing unrest among members and allottees.
According to FGEHA documents, a joint venture agreement for the Sky Gardens project was executed with M/s Commoners Sky Gardens on October 11, 2019, based on a land-sharing model involving up to 11,000 kanals located in Mauza Kathar and Mengal, tehsil and district Murree, near Bhara Kahu.
The project envisages the development of 5,754 residential plots, with an equity distribution ratio of 70:30 between the joint venture partners. Commercial land has been shared at a ratio of 45:55, as per agreed terms for commercial land utilisation and development.
Sources said physical progress on the project stands at around 40pc for Phase I and 42pc for Phase II.
According to FGEHA documents, the priority area in Sector A has been completed, with possession of 80 plots handed over on July 3, 2025. Blocks G and D are expected to be ready for possession by March 2026.
In contrast, Green Enclave-I, a scheme launched in 2009, has suffered years of delay due to litigation and disputes between the government and the contractor. Although work on the project was restarted later, it remains incomplete.
It is relevant to note that FGEHA, a subsidiary of the Ministry of Housing, has struggled to deliver several of its housing and apartment projects on time.
Other delayed or stalled schemes include sectors F-14 and F-15, the Kashmir Apartment Project, Lifestyle Afro Apartments, Park Road Housing Scheme, and Skyline Apartments in Chaklala.
Development work has yet to begin in sectors F-12 and G-12, as FGEHA has been unable to obtain possession of land in these areas. However, sources said the authority recently awarded contracts worth around Rs19 billion for infrastructure development in sectors F-14 and F-15, and that the contractor has been mobilised.
When contacted, FGEHA spokesperson Faiz Ahmed Sial rejected the assertion that the authority had failed in project delivery. “Almost a year ago, most of our projects were nearly halted and some continued at a slow pace. Things have changed now, and we are moving in the right direction,” he said.
He added that contracts worth Rs19 billion had been awarded for infrastructure work in F-14 and F-15, while layout plans were being finalised for F-12 and G-12. He said work on the Park Road project was continuing at full pace.
Regarding the Bhara Kahu schemes, he said development work in Sky Gardens was ongoing, while Green Enclave remained halted due to issues with the joint venture partner. However, he added that negotiations were at a final stage aimed at an early restart of the project.
He further said work had been resumed on the Chaklala Apartment project, contracts had been awarded for the Kashmir Heights project, and tenders for completing the remaining work on the Lifestyle project would be floated before March 30.
