New Castle man charged with 4th felony DUI, 2nd in less than a month
PHILADELPHIA (WPVI) — A man from New Castle, Delaware has been charged with his fourth felony DUI, his second in less than a month.
Officers pulled over Richard Harris Friday morning after they say he passed multiple drivers on the shoulder of Memorial Drive.
Police believe Harris was impaired.
They later found he was not allowed to drive because of three previous DUIs.
He was detained and later released on bail.
