“I heard something that didn’t sound right at all,” the 24-year-old said.
He took his phone and walked up to the fence between the Anson, Texas, properties and started filming as he walked got closer.
The neighbour said he heard screams and heard someone yell out “I have to pee, I’m scared”.
He quickly called emergency services and police rushed to the scene.
“My first thought was to keep recording,” the neighbour told the Daily Mail.
He spoke to the woman as they waited for police to arrive, telling her “help is here” and that this would never happen to her again.
Daniel Graziose, Anson’s police chief, said what they found was “shocking to the conscience”.
“Officers responded and they located a 22-year-old female in the backyard of the residence,” Mr Graziose told Criminally Obsessed, an in depth true crime YouTube series.
The woman was allegedly found cold, visibly distressed and wearing just a t-shirt and light pants in temperatures of about 13C.
“She was transported to Anson General Hospital for a medical evaluation where she was treated for minor injuries and released to a family member,” Mr Graziose said.
Anson police have since said the neighbour’s actions may have saved the woman’s life.
“It was cool enough that we needed coats or jackets, but she was not dressed for the weather,” Mr Graziose said. “That was a part of the reason she was sent to the hospital for a medical evaluation.”
The young woman’s 60-year-old foster mother, spoke to police at the scene.
She has since been charged with aggravated kidnapping, injury to a disabled individual, unlawful restraint, endangerment and assault.
