BLO deaths institutional murder, failure of administrative system, says U.P. Congress

Uttar Pradesh unit of Congress on Monday (December 1, 2025) alleged that extreme pressure of Special Intensive Revision (SIR) work and the resulting deaths of Booth Level Officer (BLO) raises serious questions about the functioning of the state apparatus, adding deaths are institutional murder and slaughter of democracy. A team of party State unit under the leadership of president Ajay Rai met a deceased Booth Level Officer’s (BLO) family in Bareilly.

“Any death due to SIR exercise is institutional murder and failure of democratic ideas. In U.P., we witness BLOs dying due to extreme pressure; similar incidents are being reported from West Bengal and other parts of the country. Since day one we are categorically stating that SIR is farce to cut names of marginalized people mostly from OBC and Dalit background, moreover government employees part of the revision process are facing brunt, it raises serious question on state apparatus and amounts to slaughter of democracy,” said Anil Yadav, a senior U.P. Congress leader. 

On November 25, BLO and assistant teacher, Vipin Yadav, in Gonda district was found dead. The family alleged the deceased was under extreme work pressure during ongoing Special Intensive Revision (SIR) exercise and claimed he was asked to cut names of a particular caste group.

On November 26, Sarvesh Kumar Gangwar, another BLO and primary teacher from Karmachari Nagar in Bareilly died, with his family alleging that “immense pressure” of work due to the ongoing Special Intensive Revision (SIR) cost him his life. The deceased collapsed inside the school while on duty. He was rushed to a hospital where doctors declared him dead.

“It is extremely unfortunate that the unbearable burden and stress of SIR claimed the life of a dedicated teacher. I consoled the family in this sad time and assured them of all possible help. This extreme pressure of SIR’s work and the resulting death raises serious questions about the functioning of the government,” said Mr. Rai, in Bareilly.
